Born in Hot Springs, Arkansas, Mr. Mackall attended the University of Arkansas, earning an undergraduate degree in Public Administration. Following graduation, he worked for several years in local government and then with the United States Treasury Department before returning to the University of Arkansas to complete his law degree.
